Diario AS cite a report in Record that both the European champions and Juventus are interested in signing the Dutch-based player, who is valued at €35m.
The report assumes such a deal would be to anticipate the possible exit of Gareth Bale this summer.
Lozano is reportedly a wide forward who is most adept playing on either the right or left-hand side of an attacking three or as part of a three behind a frontman.
The former Pachuca star joined PSV in 2017 and has netted eight times in 29 international matches.
